Message for U.S. Citizens: Finland Accepts COVID-19 Certificates Issued Outside of EU

According to the Ministry of Social Affairs and Health, COVID-19 certificates issued outside the European Union (such as CDC U.S. Vaccination Record cards) will be accepted as COVID-19 passports in Finland beginning today, December 23, 2021. Previously, Finland only accepted as COVID-19 passports the EU COVID certificates or certificates from countries with which the EU has concluded an interoperability agreement. This did not include CDC cards.
Finland has implemented the COVID-19 passport, and many private and public operators have begun requiring it for entry into places such as restaurants and nightclubs, gyms, and other indoor facilities for sports or physical activity, swimming centers and spas, dance halls, spaces used for group leisure activities, amusement and theme parks, indoor facilities at zoos, indoor playgrounds and play centers, museums, exhibition spaces and other similar cultural venues, and at various public events.
U.S. citizens who were vaccinated in Finland may get a digital certificate from My Kanta. U.S. citizens residing in Finland but vaccinated outside of the EU may request an EU Digital COVID Certificate from their municipality. At the recommendation of the Ministry of Social Affairs and Health, municipalities may issue EU Digital COVID Certificates to those vaccinated outside of the EU. However, at this time, many municipalities (including Helsinki, Espoo and Vantaa) have chosen not to issue EU Digital COVID Certificates to those vaccinated outside of the EU. At this time, Finland does not issue the EU Digital COVID Certificate to tourists or others who are visiting Finland for a short period.
