Message for U.S. Citizens: Updated Restrictions for Eastern Border Crossing

December 13, 2023

Location:

Finland, countrywide

Event:

Finnish authorities have announced a temporary reopening of the Vaalimaa and Niirala eastern border crossing points beginning December 14, 2023.  This measure will remain in effect until January 14, 2024, at which time Finnish authorities have indicated they will review the situation along the Finnish border with Russia.  During this month-long period, all other land border crossing points between Finland and Russia will remain closed.  U.S. Embassy Helsinki anticipates the following status for Finland/Russia ports of entry:

  • The Nuijamaa, Imatra, Salla, Kuusamo, Vartius, and Raja-Jooseppi border points will remain closed until January 14, 2024.
  • The Vaalimaa and Niirala border crossing points will reopen on December 14, 2023, until January 14, 2024.
  • Finnish authorities may decide to close the entire eastern border again, including the two reopened border crossing points, on short notice.

You can find the latest border crossing status and requirements for entry to Finland from theFinnish Border Guard’s website.
The U.S. government’s ability to provide routine or emergency services to U.S. citizens in Russia is severely limited, particularly in areas far from the U.S. embassy in Moscow, due to Russian government limitations on travel for U.S. embassy personnel and staffing, and the ongoing suspension of operations, including consular services, at U.S. consulates in Russia.

At this time, U.S. citizens are advised not to travel to Russia.  More information on the State Department’s Level 4 Travel Advisory (Do Not Travel) can be found on travel.state.gov.

Actions to Take:

  • Monitor local media for updates.
  • Do not travel to Russia.
  • Review the State Department’s Russia Departure site for further information.
